Is the early handover of Iraq meant to foil possible terrorist attacks?

I was watching a thing on summer fashions on the TV news and when it suddenly got cut off mid-sentence with the BREAKING NEWS SPECIAL REPORT my heart leapt up into my throat.

Yes; according to this article (http://www.washingtonpost.com/wp-dyn/articles/A10917-2004Jun28.html), that was exactly why they did the hand-over early.
