9. An elderly rancher travelled out on a dim and blustery day

10. I beg you to give me leave to make your acquaintance Please allow me to introduce myself - Rolling Stones, "Sympathy for the Devil" (terry)

8 is Lightning Crashes by Live, but you've combined the first and second verses. The actual line is "Lightning crashes, a new mother cries,"

15. Frank Sinatra (or Liza Minnelli), New York, New York, "Start spreadin' the news, I'm leavin' today,"

19. Led Zeppelin, Stairway to Heaven, "There's a lady who's sure, all that glitters is gold,"

Huh. I was listening to it to make sure I got the line right, and I would've sworn he said "an old."

He slurs it, but "old" doesn't make sense in the context of the next line.

OK, one of the lines in Life During Wartime is "This Ain't No Disco, this ain't no disco" which almost fits but not quite. And is #10 Sympathy For The Devil?

Yes.

You're technically supposed to be giving the proper translation, too.
